INVITATION FOR BID (IFB)

Procurement Reference Number: ET-OROMIA LEMU BILBIL-FSRP-455781-CW-RFB Lemu Bilbilo Agriculture and Land office invites all eligible and qualified contractors of category Water Works Contractors (WWC) Grade-5 and above or General Contractor (GC) Grade -5 and above who are financially and technically capable to furnish the necessary

labor, material and equipment cost of construction of Kemele Commurity Pond And koji Chefa Community Pond parts of fund obtained from World Bank (IDA) for Food Sys Resilience Program (FSRP) as described in the table below

1. Bidding documents prepared in English can be purchased in Lemu Bilbilo woreda Finance office up on submission of written application and non-refundable fee of 1,000 (One thousand) birr starting from Tuesday, December 17.2024 up to Wednesday, January 15, 2025.GC
2. Bidders are required to present VAT registration certificate, TIN (Tax Identification Number), Renewed trade license, Relevant Tax clearance certificate and Renewed WWC/GC license for 2017 E.C.
3. Bid evaluation will be conducted through National Competitive Bidding (NCR) procedures specified in World Bank procurement guidelines (qualification and evaluation criteria are included in bid document).
4. Each Bidders must present a bid security of birr 100,000 (One hundred thousand) birr in the form of Cash Payment Order (CPO) or Unconditional and Irrevocable bank guarantee valid for 90 days starting from bid opening date.
5. The firms/bidder are invited to submit their wax (glue) sealed financial and technical proposal documents as clarified in Bidding documents for the execution of the contract.
6. Submission and opening of bid

1. The deadline of bid submission shall be on or before 4:00 AM local time on Thursday, January 16, 2025.GC.
2. Bidders shall submit One Original and Two photocopies for both the technical proposal and financial offer. The original, two copies of the technical documents and CPO/Bank Guarantee each shall be placed in separate envelop marked as "Original technical document, technical copy 1, technical copy2 and CPO/Bank Guarantee and all this envelop should be placed in one large outer envelope and wax sealed by marking as technical and CPO/ Bank Guarantee with full information.
3. The original and two copies of the financial documents each shall be placed in separate envelop marked as "Original financial document, financial copył and financial copy2" and all this envelop should be placed in one large outer envelope and wax sealed by marking as financial with full information.
4. Both envelop (b & c) shall be placed in a large outer(mother) envelope and wax sealed. This outer envelope shall bear the submission address and other information indicated in the bid data sheet and clearly marked "to be opened only in the presence of the tender committee".
5. In preparing the document bidders are expected to examine the bid data in the tender document.
6. The bid opening will be on Thursday January 16, 2025.GC at 4:30 A.M local time
7. Submission forged (false) document and/or indication of financial offer on the technical document shall result în rejection of the bid.

7. A bid security in the form of a Cash Payment Order (CPO) or an Unconditional Bank Guarantee must be submitted as stated above, in the name of Woreda Agriculture and Land Office.
8. The Bid validity period shall be Ninety (90) Calendar days after the latest date for submission of bid and shall be valid for twenty-eight (28) days beyond the original validity period of the bid Ninety (90) days.
9. Interested eligible bidders may obtain further information from Woreda Agriculture and Land Office at the address given below at office hours.
10. The Woreda Agriculture and Land Office reserves the right to accept or reject any or all bids.
