The Jimma Town WSSE Office now invites eligible bidders to submit sealed bids for providing the necessary labor, material and equipment for construction works of the above G+3 Office Building project

Notice of Invitation for Bid

1. The Jimma Town WSSE Office has allocated budget towards the cost of G+3 building office and intends to apply part of this budget to payments for the construction works of aforementioned project. The project name is G+3 building office Building, its location is Jimma town.
2. All Bids must be accompanied by a bid security of Ethiopian Bar 500,000 (Five Hundred Thousand ETB) from legal banks of Ethiopia. The bid security, shall be payable on demand to the Enterprise, and must be an irrevocable Letter of Credit, or Bank Guarantee, or a Certified Payment Order (CPO) at the Bidders option except any insurance company guaranties.
3. The Jimma Town WSSE Office now invites eligible bidders to submit sealed bids for providing the necessary labor, material and equipment for construction works of the above G+3 Office Building project.
4. Interested bidders shall submit the following evidence:

The bidders shall have a certificate of competency from Oromia Construction Bureau or Ministry of Federal Construction with Category, BC-4/GC-4 and above renewed for the bidding period of 2017 EC and other appropriate documentary evidences demonstrating the bidder's compliance, which shall include: -

1. 1. 1. Trading/Business License renewed for bid period and Commercial Registration Certificate from authorized bodies.
      2. VAT & Tax payer Identification Certificate issued by the tax authority,
      3. Tax Clearance certificate issued from the Tax Authority (Inland Revenue

                            -Authority) which allows the bidder to participate in public tenders at the date

                             of the deadline for bid submission.

4. 1. 4. Evidence of being registered at Ethiopian Public Procurement and Property Administration Agency (FPPA) Supplier list.
5. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the bidding document.
6. Interested eligible bidders may obtain further information and inspect the bidding documents, including a complete set of Engineering Drawings, which is necessary for bidding purpose, at the address given below during the office working hours. A complete set of bidding documents prepared in English language may be purchased by interested bidders on the submission of a written application to the address below and a non-refundable fee of ETB 1,000.00 (One Thousand Birr only), effective from the first date of announcement up to deadline. The method of payment shall be Jimma Town WSSE deposit account.
7. Bidders shall submit One Original and one photocopy for both technical proposal and financial offer. Both the technical and financial proposals will be wax sealed in such a way that one original and one photocopy to be wax sealed in separate envelope and labeled as "ORIGINAL, PHOTOCOPY" respectively, then placed in another outer wax sealed envelope separately (technical and financial proposal). Finally, the whole documents and CPO shall be placed in a single wax sealed envelope whose outer cover containing all necessary information about the firm & Employer including project information.
8. The bid shall be purchased for 15-working days from the date advertised on Newspaper, and closed the next 16" working days at 10:00 AM and The Bid Opened at the same day at 10:30 A.M at Jimma Town WSSE Hall in presence of eligible bidders/legally representative who choose to attend.
9. Evaluation is to be carried out in two stages, technical document First and Financial Bids of Qualified bidders next. Financial Proposal of qualified bidders will be opened at the same address given below on the date that is to be declared by the project Committee after completion of the evaluation of Technical Proposals. Unqualified Bidders' Financial Proposal will be returned unopened to the Bidder
10.  Jimma Town Water Supply and Sewerage Enterprise reserves the right to reject any bid to annul the bidding process and reject all bids at any time, without thereby incurring any liability to Bidders.
