The Tiyo Woreda Agriculture and Land Office intends to apply parts of the allocated budget of the Food System Resilience Program financed by the World Bank (IDA) toward the cost of the Construction of Bosha-1SSIP Rehabilitation and Lache SSI Scheme upgrading Projects and intends to apply part of the allocated budget toward payments under the contract of this construction works.

The Tiyo Woreda Agriculture and Land Office now invites sealed bids from eligible bidders for the construction of the below Small-Scale Irrigation Schemes. The names of projects, locations, and amount of bid security, are indicated in the table below.

The Tiyo Woreda Agriculture and Land Office, now invites contractors of Category WWC-5 or GC-5 and above, to submit sealed bids for providing the necessary labor, material, and equipment for the construction and completion of the above SSIP Construction Project. Invited Bidders should fulfill the following requirements & other appropriate documentary evidence demonstrating the bidder's compliance;

1. Domestic bidders shall have a certificate of competency from the Ministry of Urban Development and Construction or Regional Construction Authorities, renewed for the bidding period,
2. Commercial Registration Certificate, Renewed Trade license for the bidding period, Tax clearance certificate which is valid for the bid submission date that permits the bidder to participate in any public tender, TIN and VAT registration certificate and Contractors who intend to bid by forming an association (Joint Venture), each applicant or partner of a joint venture must purchase and collect the bidding document, prepared by the Bureau for this particular bid.
3. Bidding will be conducted through National Competitive Bidding (NCB) procedures as specified in the World Bank's Procurement Regulations.
4. Interested eligible bidders may obtain further information from Woreda Agriculture and Land Office and inspect the bidding documents, including a complete set of Engineering Drawings in scanned copy which is necessary for bidding purposes, at the address given below at office hours.
5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon payment of a non- refundable fee of ETB 500.00 (Five hundred birr only) from Tiyo woreda Finance Office Room No: 03, after this invitation for bid (NCB) was released on Ethiopian Press Agency/Addis Zemen News Paper) from 25/11/2024. 7. Bidders Must submit the documents by hands to Tiyo Woreda Administrative Office Room No.09 at 10:00 AM on 25/12/2024, & Late comers of the mentioned time will be un acceptable:
8. The Bid opening shall be at the same place and Date Exactly at 10:30 AM Morning local time in Room No.09.
9. The bidding procedure to be followed is a one-envelope procedure. The technical qualification documents and financial offers will be opened at the same time, and financial bid prices and other necessary information will be read out at the opening.
10. The Bid should be submitted as per the SBD or Bid Data sheet ITB 20.1 (one outer mother envelope, two inner mother envelopes (financial &technical), the financial mother envelope contains three financial document (original financial, copy one financial, copy two financial) and the technical mother envelope contains three technical documents (original technical, copy one technical, copy two technical) marking the envelopes as "ORIGINAL" and "COPY". All the inner small envelopes and outer envelope must have employers name, address, contractors name, address, exact specific site name/exact site location, project name, and shall be signed, stamped, wax sealed.
11. Bidders Must Be accomplished Bid security of unconditional Bank guarantee or CPO must be submitted as stated above, in the name of Woreda Agriculture and Land Office.
12. The Bid validity period shall be: Ninety (90) Calendar days after the latest date for submission of bid and shall be valid for twenty-eight (28) days beyond the original validity period of the bid Ninety (90) days
13. Tiyo woreda Agriculture and Land Office has reserves the right to accept or reject any of or all of the Bids.
