INVITATION TO INTERNATIONAL BIDDERS

Ethiopian Railways Corporation (ERC) hereby invites sealed bids from eligible international bidders for the Consultancy Service for Loss Assessment and Resumption of Awash-Kombolcha Haragebeya/AKH/Railway Project.

1. Scope of Work

The scope of the project includes but is not limited to:

• Evaluate the extent of damage to the project infrastructure, assess the current project status and prepare a clear and actionable plan to resume the project, ensuring its successful completion and alignment with the original project goals.
• Prepare all technical and financial documents in relation to the resumption of the construction of the Awash-Kombolcha-Haragebeya Railway project including interfaces at junctions with Woldeya-Mekele Railway lines, Addis-Djibouti c Railway lines and EEP power supply facilities in a manner that ensures the achievement of its original goals.

2. Eligibility Criteria Eligible bidders must:

• Be legally registered in their country of origin.
• Possess proven experience in similar works in railway systems.
• Demonstrate financial capability to undertake the project.
• Provide evidence of their eligibility satisfactory to the Public Body, to verify that the

Consultant:

1. Is not insolvent, in receivership, bankrupt or being wound up, not have had their business activities suspended and not be the subject of legal proceedings for any of F the foregoing
2. Provide appropriate documentary evidence demonstrating its compliance, which shall include:
   1. Valid business license indicating the stream of business in which the Consultant is engaged,
   2. VAT registration certificate issued by the tax authority (only domestic Consultants in case of contract value as specified in BDS),
   3. Valid Tax clearance certificate issued by the tax authority (domestic Consultants only):
   4. Relevant professional practice certificates;
3. Foreign Consultants must submit business organization registration certificate or trade license issued by the country of establishment.

3.Bid Document

Interested bidders are invited to purchase the bid document upon payment of a non- refundable fee of 5,000 ETB (or its equivalent in USD). The documents will be available from the Ethiopian Railways Corporation, Engineering Service Team, Block No. 10, beginning November 24, 2024, during regular working hours (9:00 Α.Μ-5:00 P.M GMT +3).

4.Bid Security

The bid shall be valid for a period of 148 days after bid opening and must be

1. Delivers Procedures

The bid proposal can be delivered either in person or electronically. While every effort will be made to ensure timely delivery, the Ethiopian Railways Corporation shall not be held liable for any loss or delays in delivery

For Overseas Delivery:

Standard delivery will be via air-mail

If urgency or security concerns arise, courier services may be utilized.

For Local Delivery:

Standard delivery will be via surface mail or courier services
