Horn of Africa Ground Water for Resilience Project, Water Supply PIT

Grant No. IDA-E0120

Assignment Title: Selection and Employment of Consultant for the assignment Specified in table below:

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Horn of Africa Ground Water for Resilience Project, Water Supply PIT and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include Procurement of Woreda support group for each of the assignment specified in the above table

The general objective of the assignment is to ensure the sustainability of rural water supply schemes through community

management arrangements by Strengthening Community capacity for O&M and improving their skill set to ensure the water supply systems are maintained optimally and function well into the future and ensure reduced risk of system failure Th during climate related shocks. (As per the POM). for each of is the assignment specified in table above.

The Scope of the assignment for each contract includes:

Training and Capacity Building:

✓ Conduct comprehensive training sessions on water supply service delivery.

✓ Provide hands-on training for scheme operation and maintenance.

✓ Facilitate capacity-building workshops for community members and local officials.

• Tariff Setting:

✓ Assist communities in understanding and implementing effective tariff-setting mechanisms.

✓ Provide guidance on financial management and sustainability of water supply services.

Rural Water Committee Legalization:

✓ Support the formation and legalization of rural water committees.

✓ Ensure committees are equipped with the necessary knowledge and tools to operate effectively.

• Community Engagement:

✓ Engage with community members to raise awareness about the importance of sustainable water management

✓ Foster community ownership and participation in water supply projects.

• Monitoring and Evaluation:

✓ Develop and implement monitoring and evaluation frameworks to assess the impact of training and support activities.

✓ Provide regular reports on progress and outcomes to relevant stakeholders.

• Technical Support:

✓ Offer ongoing technical support to ensure the proper functioning of water supply schemes.

✓ Address any operational challenges and provide solutions to improve service delivery.

• • Develop and deliver customized training programs to address identified capacity gaps.
  • Conduct surveys to assess water supply access levels and gather baseline data on water and sanitation.
  • Analyze existing policies and identify gaps that need to be addressed.
  • Monitor and evaluate the effectiveness of capacity- building efforts and make recommendations for improvement.

The Duration of Assignment for each of the above contract(lot) is 18 Months

THE SHORTLISTING CRITERIA ARE:

1. Firm's core business and years in Business
2. General and Similar Experience of the firms in the area of the assignment
3. Technical and Managerial capability of the firm

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14,3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 updated in November 2020. Procurement will also comply with "Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants" revised as of July 1, 2016.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the ■case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
