Project Name: Construction of Menstrual Hygiene Management (MHM) Project at Mera and Tishu Elementary Schools.

The Southwest Ethiopia Peoples Regional (SWEPR) State Water, Mine, and Energy Bureau under the UNICEF Program hereby invites stamped, signed, and wax-sealed bids from eligible national competitive bidders for the construction of MHM facilities in Mera and Tishu Elementary Schools. The project details and 4 requirements are as outlined below:

Key Requirements:

1. Eligibility Criteria:

• The bid is open to all eligible National Competitive Bidders with a valid business license for the current fiscal year (2016 E.C./2017 Ε.Ε.).
• Bidders must hold a trade license, TIN number and VAT registration

2. Bid Document Collection:Interested bidders can obtain the bid documents by submitting a written application along with copies of necessary eligibility documents and renewed licenses.

A non-refundable fee of ETB 600 (Six Hundred Hier) must be paid for each project document and documents can be collected from the Buress's PPA Directorate.

3. Bid Security:

• Each bid must be accompanied by a bid security of ETB 30,000 (Thirty Thousand Birr) in the form of an unconditional Bank Guarantee or CPO valid for 90 days from the submission date

4. Submission Guidelines:

• Bidders must submit bids before 8:00 local time on the 21st calendar days from the first date of this bid invitation announcement published in the national newspaper.
• If the 21th day falls on a non-working day, the submission, closing, and opening will be postponed to the next working day.
• Bids should be submitted in one original and two copies for both financial and technical proposals, each sealed in separate envelopes.
• Electronic submissions are not allowed.

5. Bid Validity:

• The bid must be valid for 60 days after the submission deadline.

6. Bid Opening:

• Bids will be opened at 8:30 local time on the date mentioned above, at the Bureau, in the presence of bidders or their legal representatives.

7. Right to Reject:

• The Bureau reserves the right to reject all or part of the bids.
