1. The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Food System resilience program Research component and intends to apply part of the proceeds toward payments under the contract for Barn Construction of Civil Works in Southwest Ethiopia People's Regional Government.

2.  Bidding will be Conducted through National Competitive procurement using a Request for a Bids (RFB) as specified in the World Bank's "Procurement Regulation" for IPF Borrowers/Grant" (fifth edition September 2023 "Procurement Regulation"), and is open to all Bidders as defined in the Procurement Regulations
3. The bidders shall furnish the following documents to fulfill the eligibility criteria:
   1. Renewed Trade license for the Year 2017 EFY, TIN, VAT Registration, and A valid tax clearance certificate issued by the tax authority. This documentation is required only for Locally Registered bidders.
   2. Audited Financial Report of past Three Years (2021 to 2023GC)
   3. Supply register on PPPA
   4. Letter of Authorized signature (Power of Attorney)
   5. Commercial registrations
   6. Bid security amounted Stated on News Paper
   7. Certificate of registration and competence as Category GC 5 and above issue by ministry of Construction and Urban Development or any concerning Public Body.
4. Interested and eligible bidders may obtain further information from Southwest Ethiopia Agricultural Research Institute. The Bidders can buy the Bidders documents from address below during working hour up on the submitting of bid and payment must be in Non-refundable free of Eth Birr 1000.00 (one thousand). The method of payment will be direct deposit to SWEARI Account No 1000461554982 with presentation of deposit slip in person and inspect the bidding document during Office hour from Monday to Friday, Morning 8:30AM to 12:30AM and Afternoon 7:30PM to 5:30PM before clothing date.
5. Bids must be delivered to the address below at or before 2:00 PM 30 consecutive days after date of BID announcement; One Original and Two Copies of Technical and Financial Proposals sealed separately and enclosed in one other envelope in accordance with the in the presence of Bidders or representatives. Late comers shall be rejected from Bid.
6. All bid shall be accompanied by a bid security amounting as per stated in the biding document. The total amount of Bid Security could be 2% (two percent of total amount). Bid security must be in the form of either CPO from a recognized any local Banks by the name of Southwest Ethiopia Agricultural Research Institute and shall remain valid for 120 (One Hundred Twenty) days after Bid submission deadline. Insurance Bond is not acceptable. Bid security declaration is not acceptable. The Bid Security shall attach with or in the original bid proposal.
7. All bids must be accompanied by a bid security 2% (two percent of total amount) in a freely convertible currency in the form of CPO in the name of the Southwest Ethiopia Agricultural Research Institute and the bid is valid for 120 days. The bid security shall be valid for twenty-eight days (28) beyond the end of the validity period of the bid.
8. Finally, the client reserves the right to accept or reject the bid partially or totally.
