1. Ethiopian Army Foundation bere by invites sealed bid from eligible and qualified bidders for the construction of works of 3B+G+20 Ethiopian Army Foundation (EAF) Head Quarter Building,
2. Invitation is for all Contractors GC/BC-1;
3. Foreign bidders should have indicated business organization registration certificate or trade license issued by country of establishment and should authenticated by Ministry of Foreign Affairs including the specific experience,
4. Local Bidders must be Submitted written application and original document with its copies of, Tin Number, VAT registered certificate, proof of their up to date registered certificate from Authorized Business Licenser, Supplier list Registration on PPA Websites (eGP Suppliers List), Ministry of Construction registration certificate as stated in #1 above, renewed Trade License and Tax Clearness Certificate from concerning Authority
5. Bidding will be conducted in accordance with the open tendering procedures contained in Public Procurement and Property Authority proclamation of the Federal Government of Ethiopia for International Competitive Bid and open to all eligible bidders (latest PPA Version 2011 and amended December 2016);
6. The bidding procedure to be followed is two stage envelope procedures. The first envelope containing the preliminary qualification and technical proposal requirement clearly marked "Technical Proposal" shall contain mandatory document listed in the bidding Document ITB CLAUSE 4.5(b)(ii), Technical Proposal as ITB Section 4, and Bid Security should be wax sealed. The second envelope containing the financial requirement clearly marked "Financial Proposal "Shall contain Financial Offer and Recent Cost Break Down with two copies each should be wax sealed and the two envelopes shall also be enclosed by an outer envelope marked "Qualification Proposals Submission for Construction Works of 3B+G+20 Ethiopian Army Foundation (EAF) Head Quarter Building". Evaluation also to be carried out in two stages, technical proposal and Bid Security will be opened first and the evaluation will undertake as stated in ITB section-1, 36-40. The bids that are responsive to the technical requirement & pass the criteria stated under section-3 will be opened for financial evaluation. The financial proposal of those bidders who fails requirement under section -3 shall be returned unopened;
7. Bidders can purchase a complete set of tender document from Army foundation upon nonrefundable ETB 5,000.00 (Five Thousand Birr) at working hours, from Monday to Friday until closing date. The method of payment shall be in cash.
8. Bid must be closed at 2:00pm and must be submitted to the address shown on the bid data shea up to 2:00 PM and all bids must be accompanied by bid security of ETB 500,000.00 (Five Hundred Thousand Birr). Bid will be opened in the presence of bidders' representatives, who choose to attain on the same place and Date as bid submission at 2:30 PM in addressee No11 below. But the absence of representative shall not affect the bid opening.
9. Bid shall be valid to a period of 120 days after bid opening, and must be Submitted to the tender box prepared for this purpose for 45 days calendar days from its first date of advertisement on the Herald newspaper and if the opening day doesn't fall on the working day, the bid opening and closing shall be held on the next working day at the same place and time
10. The bid security shall, at the bidder's option, be in the form of cash, a certified cheque of first payable order (CPO) or an unconditional bank guarantee by any Ethiopian bank. The format of the bid security should be in accordance with the form of bid security included in section -4 of bidding forms or another acceptable to the Employer. Bid security shall be valid for 30 days beyond the validity of the bid;

b) Bid must be submitted and opening shall be at the same location indicated on 11(a).

12. Ethiopian Army Foundation will not accept any rebates from selected items of work and if bidder wants to give rebate it must be from the total sum.
13. Ethiopian Army Foundation reserves the right to reject any or all bids and the right to amend. Bidders are initiated to fill, sign, and seal all the forms of the bid documents and failure to do so will result automatic rejection from the tender.
14. Bids submitted after the tender box has been sealed shall be declared late, rejected, and returned unopened to the Bidder. Bidders are strictly advised to adhere the terms and conditions set in the tender document.
