Notice of Invitation for Bid

Procurement Reference Number 001/2012

Sidama Regional State, Urban Development and Construction Bureau invites sealed bids from all registered eligible bidders Geospatial Services of Level-2 and above for Geospatial Working Services and supervision of Urban Land Adjudication Project Lot1- Daye and Lot2-Aleta Chuko Towns Administration.

1. The bidders shall have a relevant professional competence certificate of registration with Level-2 and above renewed for 2016/17 E.C and other appropriate documentary evidences demonstrating the bidder’s compliance which shall include:
   • All relevant business license renewed for 2016/17 EC
   •  VAT and TIN registration certificate.
   • Tax clearance certificate.
   • Audit Report of the last three years
2. A complete set of the bidding documents may be purchased by interested, eligible Bidders at the above office upon payment of a non-refundable fee of ETB 500.00 (Five Hundred Birr), starting from the first insertion of this advertisement on the Ethiopian Herald.
3. Any Contractor who has any project with a progress stage less than 70% with the towns Administration is not allowed to participate on this tender.
4. Interested bidders shall come up with a written application and the copy of eligibility documents stated in item no. (1) for validation and the copy is to be submitted during purchase.
5. Bids must be delivered to the address below on 15 calendar day after announced in the Ethiopian Herald news up to 2:00 PM. If the 15th calendar day lies on Ethiopian holidays, the last date of bid submission will be the next working day at 2:00 PM in the afternoon. Electronic bids will not be permitted. Late bids will be rejected.
6. All bids must be accompanied by a bid security of ETB 25,000.00(Twenty Thousand Birr) which is valid or 60 calendar days starting from bid opening.
7. A Bid Proposal security shall be required for 28 days. The Bid security shall be payable on demand to the employer and must be Unconditional Bank Guarantee.

8. The bid security to be submitted by a bidder shall carefully address the Employers name & the validity of the bid security. Failure of stating any of which would cause rejection from the bid.
9. One bidder only participates in one bid from the two projects.
10. Requirements on the technical (qualification) documents are stated on the bid document. Any Indication of financial information over the technical document of a bidder would entail disqualification of the bid document.
11. Submittal of any forged technical document by a bidder, if proven, would entail serious criminal accountability on top of forfeiture of the bid security and disqualification from the bid process.
12. Technical qualification document shall be prepared in one original and two copies
13. in a properly signed, stamped & separately wax-sealed envelopes, clearly marking
14. "Original", "Copy 1" & "Copy 2" Technical Proposal.

1. The contractor shall give sequential page number properly for each of its submitted technical documents. Failure of which would entail a deduction of 5 points from the total technical points (scores) of the bidder.
2. Copies of the technical documents to be submitted by a bidder need to be sufficiently visible. Any vague or invisible copy of a technical document submitted would not be taken into consideration during the technical evaluation process.
3. Submission of lawful Supportive documents for good reputation past work performances/& certificate of completion and/or Provisional acceptance along with Final acceptance, from previous employers, along with the technical documents is very helpful for the technical evaluation.
4. The Financial document shall be prepared in one original and two copies. The original & the copies shall be signed, stamped & wax sealed in a separate envelope clearly marking "Original", "Copy 1" & "Copy 2" Financial Proposal.
5. All the technical & Financial Documents need to be ultimately put all together into one bigger outer envelope.
6. The sealed envelopes containing an original and a copy of Financial and Technical offer documents along with the bid security as indicated in the bidding documents must be hand delivered to the address below on the last submission date.

19. Bids and Bid security of the bidders will be opened in the presence of bidders or their representatives who choose to attend the bid opening at Sidama Regional State, Urban Development and Construction Bureau, Finance and Procurement Directorate, Office no... on the last submission date at 2:15 PM
20. The Sidama Regional State, Urban Development and Construction Bureau reserve the right to reject any all bids.
