The Amhara National Regional State Awi zone Zigem Woreda Agriculture Office through the Government of Ethiopia has received credit and grant from the IDA toward the cost of Food System Resilience Program (FSRP) and it intends to apply part of funds to cover eligible payments under the Contract for which this invitation is issued.

1. The Amhara National Regional State Awi zone Zigem Woreda Finance Office now invites eligible bidders, who have water works construction license Grade/WWC-5 (Water works license is mandatory) and above for the construction of the following small scale irrigation projects.

2. Bidding will be conducted through a National Competitive Bidding (NCB/RFB) procedure specified in the World Bank's Procurement Guidelines: through IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines.
3. Bidders should be evaluated with their attached technical proposal documents against technical evaluation criteria of bidding documents and based on required Specification.
4. Bids shall be valid for a period of one hundred twenty (120) days after bid opening including 28 days as per ITB 18.2.
5. The amount of bid security as stated in the table above in the form of Bank Guarantee or CPO and shall remain valid for one hundred twenty (120) days. Insurance bond is not acceptable.
6. Bidders are required to submit copies of all eligible documents and licenses, which are renewed for the year 2017 E.C. The following document & Renewed license, VAT Registration Certificate & Tax payer Identification Number/TIN. So the Bidder should have to be attached this document with technical proposal of their Bids document.
7. Bid must be delivered to Amhara National Regional State, at Awi Zone Zigem woreda Finance office (Procurement & Property Administration team) office Number-07 at Kilaje city before 4:00 AM local time on Tikimt 19/2017 E.C. Bids shall be opened at 4:30 AM on the same date in the presence of the bidders or their legal representatives who wish to attend.
8. Bidders are required to submit copies of all eligible documents and licenses which are renewed for the current budget year (2017 E.C).
9. Bidders shall submit two envelopes, 'Qualification information in one envelope and "Financial Bid and bid security" separately in another envelope and should be combined in one sealed in an outer envelope.
10. A complete set of bidding documents in English purchased from Awi Zone Zigem Woreda Finance Office (Procurement & Property Administration team) at Kilaje City up on payment of a nonrefundable fee Birr 500 (Five Hundred Birr only) or equivalent amount by interested bidders on submission of a written application to the address indicated above.
11. Bids shall be closed on Tikimt 19/2017 E.C at 4:00 AM Morning local time and opened at 4:30 AM Morning/Local time on the same date in the presence of the bidders or their legal representatives who wish to attend it. Late bids will be rejected.
12. The office reserves the right to accept or reject all or part of the bid.
