OXFAM in Ethiopia is inviting a qualified and experienced consultant to apply for the bidding process for the provision of the quality services requested against the TOR

CALL FOR CONSULTANCY

OXFAM IN ETHIOPIA

OXFAM in Ethiopia is an international NGO working on humanitarian and long-term development programs. OXFAM's vision is to see people living in poverty and injustices enjoy a life of dignity, equality, and just social and economic entitlements. To achieve this the organization is implementing humanitarian response and development programs using innovative approaches from which promoting urban agriculture (UA) is one of the priorities. Due to the poor productivity of the agriculture sector. Ethiopia is importing a significant amount of food and agricultural products every year. Food price inflation and growing malnutrition are the other indicators of the challenges faced by the country's food system due to the poor performance of the agriculture sector. The challenge is more severe for the urban poor who are largely dependent on agricultural produce coming from the rural with ever-increasing prices. There is a huge mismatch between ever-increasing demand and the crippling supply of food from conventional agriculture. This is calling for the need to promote UA to complement the country's food system.

The government of Ethiopia, very recently, is trying to promote urban agriculture and gardening as supplementary sources of food for urban dwellers. Urban agriculture, if supported. Will shoulder the heavy dependence on food supply from the rural and imported foods. To contribute to the ongoing efforts to support UA. OXFAM in Ethiopia has been promoting initiatives in partnership with local partners to improve the production and productivity of the informal producers in Addis Ababa city focusing on a few commodities (vegetable production, poultry, and apiculture) through facilitating access to training, extension services, inputs (seeds, seedlings, tools...) and market. This initiative has been done in the Gulale sub-city of Addis Ababa and demonstrated good results from which lessons can be generated and scaled up to other geographic areas.

However, yet, there is no theory of change that guides the contribution of OXFAM, partners, stakeholders, and fundraising to scale up the initiative. This states the need to develop a theory of change that will help to guide, and facilitate collaboration and coordination, and designing of interventions in supporting urban agriculture.

Theory of Change (ToC) development is a participatory process in which stakeholders work backward from the goal(s) they're hoping to achieve to the specific conditions that would need to be met to get there and identify pillars of transformation to develop concept notes and action plans. The ToC is the foundation for the whole urban agriculture initiative. Thus, it is critical to develop ToC through cross-examining all angles and perspectives to ensure it informs program goals across all locations and contexts of cities and towns in Ethiopia. The ToC needs to be built on several assumptions that will take the context on the ground into consideration. The ToR clearly defines the scope and process of the consultancy.

Accordingly. OXFAM in Ethiopia is inviting a qualified and experienced consultant to apply for the bidding process. Anyone, who is interested, can collect the ToR from OXFAM in Ethiopia Program Office, starting from July 29, 2024. Applicants are required to carefully read through the ToR and based on their interest and previous experience, make a note of the planned timetable, and submit a financial and technical proposal by August 05, 2024 (4:00 PM).
