1. The Federal Democratic Republic of Ethiopia has received a credit and grant from the International Development Association (IDA) toward the cost of East Africa Skills for Transformation and Regional Integration Project (EASTRIP) and intends to apply part of the proceeds toward payments under the contract for Supply and Installation of Electrical Power System Laboratory Workstation Equipment.

2. The General Wingate Polytechnic College now invites sealed Bids from eligible Bidders for Supply and Installation of Electrical Power System Laboratory Workstation Equipment from those having Experience and Capacity. Margin of preference will not be applied. The delivery period is expected to be completed within 180 calendar days. The place of delivery shall be at General Wingate Polytechnic College.

3. Bidding will be conducted through International Competitive 8. Attention is drawn to the Procurement Regulations requiring the Borrower Procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services dated July 2016, Revised September 2023. ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from General Wingate Polytechnic College, EASTRIP project and inspect the bidding document during office hour's morning from 8:30AM to 12:30 PM and Afternoon 1:30PM to 5:30PM Local time at the address given below.

5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 1,000.00 (Ethiopian Birr One Thousand) or in freely convertible currency. The method of payment will be in Cash or cash payment order /CPO/ in the name of General Wingate Polytechnic College, EASTRIP office. The document will be sent by e-mail or bidders can collect it in person from General Wingate Polytechnic College, EASTRIP Office

6. Bids must be delivered to the address below on or before August 15, 2024 at 2:00P.M. local time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend, at the address below on August 15, 2024 at 2:30P.M. local time. All envelopes marked "SECOND ENVELOPE: FINANCIAL PART shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

7. All Bids must be accompanied by a Bid Security of ETB 650,000.00 (Ethiopian Birr Six Hundred Fifty Thousand) or an equivalent amount in a freely convertible currency.

8. Attention is drawn to the procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership as part of the Contract Award  Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document Form as included in the bidding document.
