SRS Irrigation and Development Bureau invites wax-sealed bids from eligible bidders for furnishing the necessary labor for the Supplier and completion of Purchasing Solar Pump Panels and Accessories

NOTICE OF INVITATION FOR BID

Procurement Reference Number SRS- IDB/PSP/10/2015 E.C

To: All Suppliers of Category Import and Export stream Class-IIII and above with License Valid for the year 2015 E.C

1. SRS Irrigation and Development Bureau, now, invites wax-sealed bids from eligible bidders for furnishing the necessary labor for the Supplier and completion of;
   • PURCHASING SOLAR PUMP PANELS and ACCESSORIES
2. To buy documents, bidders have to present an application letter, an Original Registration Certificate from the Federal Ministry of Urban Development or the Regional urban development bureau, and, Supplier Certificate of Registration from the Federal Ministry of Finance and Economic Development /SRS Regional Bureau of Finance and Economic Development, valid Business / Trade License in supply, Tax Clearance certificate, VAT registration certificate, and Tin Registration.
3. Eligible bidders are required to submit Technical and Financial proposals in one envelope.
4. A complete set of documents, in English, may be purchased by any interested eligible bidder against a nonrefundable fee of Birr 1000 (one thousand Birr) at IDB, Office of the Procurement, Tel: - 025-775-3597, P.O.Box-306 Jigjiga, Ethiopia.
5. Any queries can be forwarded to the procuring entity by telephone at No. 025-775-3597 or Fax:025-775-3597.
6. All bids must be accompanied by a bid security in the form of certified Payment Order (CPO) or a Bank Guarantee of an amount of 400,000 Birr /Four Hundred Thousand Birr/.
7. The bid will be effective from the first date of announcement of the advertisement in the Addis-Zemen Newspaper up to the deadline (for 21 continuous calendar days) and the bid submission date will be the 22nd day from the appearance of the advertisement at 10:00 A.M local time and the opening days will also be the 22nd day at 10:30 AM local time.
8. The technical proposal and financial proposal will be opened in the presence of the bidders or their authorized representatives who choose to attend the bid opening ceremony at the Meeting Hall of IDB,
   • N.B. If the bid opening ceremony date is not a working day, the bid opening date will be the next working day.
9. Bids shall be valid for 60 days after bid opening.
10. The financial proposal of the bidders who pass the qualification criteria shall be opened in the presence of the bidders who choose to attend on the date to be announced by the employer.
11. IDB reserves the right to accept or reject any or all of the bids.
12. N.B. It's strictly not allowed to compete for this bid, for a Bidder which has currently a project status under 80% in the Irrigation and development bureau.
