REQUEST FOR EXPRESSION OF INTEREST

1. The Addis Ababa Water and Sewerage Authority Water and Sanitation Infrastructure Development Division has intended to allocate part of its finance for SANF-Koye backup and pocket area wells and intends to apply part of the proceeds for consulting services (study and design of civil structures & EM equipment and Construction Supervision and Contract Administration).

2. The consulting services ("the Services") include:

• The consultant shall visit the sites; identify the location of the sources and means to supply water to the city from SANF-Koye back-up and pocket area wells. Study and design pipe line work, reservoirs, electromechanical equipment, ancillary structures, etc.
• It shall analyze the hydraulic pressure and existing system where the pipeline will be injected or propose new reservoir areas and size and type of reservoir.
• It shall prepare specifications, BOQs, drawings, and layouts for the civil and pipeline works of each site and for the newly proposed reservoir.
• The consultant will prepare cost estimates and an implementation schedule for each activity.
• It will also prepare a standard Bid document including Selection and Evaluation criteria, Scope of Work /Employment's requirement, BOQ, Drawings, and Specifications using relevant Standard Bid documents; independently for each area.
• Carry out construction supervision and contract administration works as per the terms and conditions of the contract agreement.

3. The Consultant's services including all tasks as per the TOR shall be delivered within a maximum of 3 months for study and design and 9 months for construction supervision and contract administration works and detailed schedule is expected from the consultant to be reviewed by the client at the inception report stage.

4. The consulting firm to be hired must be highly competent /reputable and must have experienced key professionals and appropriate support staff with ample work experience.

5. The AAWSA-Water and Sanitation Infrastructure Development Division now invites eligible consulting firms ("Consultants") to express their interest in providing the services. Interested consulting firms must provide information indicating that they are qualified to perform the consulting services (a) Core business and years in business, (b) qualification and experience in the field of the assignment, (c) organizational and managerial capabilities of the firm, and (d) general qualification and number of professional staff but not individual experts' biodata or résumés). The evaluation will be done qualitatively.

6. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The Expression of Interest should clearly specify the type of relationship the consultants propose to establish.

7. The consulting firm will be selected under the Quality and Cost Based Selection / QCBS/ method in accordance with Public Procurement Agency (PPA's) procedures for selection and employment of consultants.

8. Bidders/Consulting Firms who had poor performance and bad conduct in the previous relation with the AAWSA, WSIDD will not be responsible if participated in this bid.

9. Interested consulting firm can obtain further information and collect of a full set of TOR documents (soft Copy) from the Procurement Department at the address below during working hours.

10. Expression of Interest must be delivered in two hard copies to the address below (in person, by mail, or by E-mail) on or before August 18, 2022.
