Introduction

The Ethiopian Construction Design and Supervision Works Corporation (hereinafter referred to as Corporation) is a public enterprise wholly owned by the Government of the Republic of Ethiopia. It is established by a council of Ministers Regulation No 365/2015. As a public enterprise, in addition to its establishment regulation, the Corporation is governed by the public enterprise proclamation No 25/1992 and supervised by the Public Enterprise Holding Administration Agency.

The Corporation is established to render consultancy services in the areas of water and energy, building and urban, Transport, Geotechnical and underground works which are supported by advance Laboratory and Research, Survey Geospatial and Civil Informatics in search of excellence and quality. The corporation also engages in other consultancy and project Management Services.

Currently in addition to engineering consultancy services, the Corporation is striving to expand its business in domestic and overseas construction works as contractor in the areas of Roads, Bridge, Dams, Irrigation, Drainage Hydropower and Energy, Flood Control and Land Reclamation, Airport, Airfields, Sewerages, Railways, Ports, and Building. The Corporation also engages in Investment, Production and selling Construction materials and other related business as well. To achieve this new plan, it is essential to ensure the Corporation performs economically, efficiently and effectively.

Therefore, the Corporation describes to procure consultancy service from professional firms who have cthe apacity and experience in performance audit Manual F preparation and training.

Objective of the Assignment

• To prepare Performance Audit manual to be used by Corporation internal Audit.
• To give performance audit training to the Corporation internal Auditors and all relevant Stakeholders.
• To determine the required number and composition of performance Audit Team.

The Scope of the Work

• The manual will be used to conduct/carry out audits of the Corporation, Corporations sectors and Centers; hence the assessment covers the whole Corporations Sectors and centers.
• Training will be given mainly to all internal auditors of the Corporation, Design and Corporation sectors, Centers Management, and other relevant staff of the Corporation, as required by performance audit standards.
• Presents the manual at each phase to the Corporation Management & Management board.

Firms Qualification

The consulting firm should have profound and proven experiences in performance audit training and performance manual preparation. The firm is required to have a minimum of 8 years in consulting and performed the above required consulting service at least for 5 (five) Companies.

The firm is expected to provide credentials, testimonies, acknowledgment, and appreciation letters related to the previous experience of the firm and key personnel to be engaged in the consultancy service.

Participants shall be required to submit: -

Renewed trade license, Tax payers' registration certificate, VAT Registration, Certificate of professional competence issued by the recognized body having a legal mandate to give such certificate.

Output

The consulting firm should submit a detailed and comprehensive tailored final performance audit manual

Duration Service

The consulting firm should submit a detailed and comprehensive performance audit manual within a period of four (4) months after the date of issuance of the commencement letter.
