The ISLAMIC RELIEF (IRE) invites all eligible contractors to undertake Dam Construction

INVITATION TO BID

1. The ISLAMIC RELIEF (IRE) invites all eligible contractors registered with the Ministry of Water and Energy under the category of WWC of grade 4 and above, who have valid registration and business licenses for the fiscal year 2014E.C and who are VAT and TIN registered to submit their bid offer to undertake two Haffier Dam Construction (which consists of the following detail works and structures: Excavation of the main pond and lined with a geomembrane. concrete-lined silt trap structure. wet well & raw water pump installation, slow sand filter unit, Clearwater well (and chlorinator), installation of Clear water pumps, construction of masonry elevated water Reservoir seal and Spillway structure. Outflow to the water point and cattle/ shoat troughs, Back wash pipework system with protection fences) in Hargelle district of Afdher Zone Somali Regional State.
2. The project consists of 2.1. Sogsog and Dewale Haffier Dam
3. A complete set of bidding documents may be purchased by any interested eligible bidder on the submission of a written application to the ISLAMIC RELIEF ETHIOPIA (IRE), upon payment of a non-refundable fee of Birr 200.00 (deposited at Islamic Relief account No 1000007230714 at Commercial Bank of Ethiopia Bole Branch) for each lot at the below address:
4. Interested eligible bidders may obtain further information from the address in section 11 below
5. Wax-sealed envelopes containing an offer for furnishing all labor, equipment, and material for completing all works as illustrated and described in the tender documents shall be delivered on or before Wednesday, August 16, 2022, at 10:00 am to the address mentioned above accompanied by security 2% of bid bond amount in Cash Payment Order (CPO) or Bank Guarantee or Letter of Credit. The bid will be opened on Wednesday, August 16, 2022, at 10:30 am at Addis, Jigjiga, and Hargelle office.

The envelopes shall be sealed and submitted as follows:

• 5.1.A separate envelope sealed and marked "Bid Security" carrying the Contractor's Bond in the penal sum of 2% (two percent) CPO of the offer amount and the letter of introduction without stating the offer amount or condition.
• 5.2. A second envelope sealed and marked "Original of Financial Document" carrying the original financial proposal Document.
• 5.3. A second envelope sealed and marked "Copy of Financial Document" carrying the copy of the financial proposal Document.
• 5.4. Financial envelopes shall bear the following reference "Financial offer for Haffier Dam Construction Lot number (Specify Number)under UKAID Match project in (specific location) District, Afdher Zone, Somall Regional State"
• 5.5. The outer envelope of the financial offer shall bear the full address of the contractors and "DO NOT OPEN BEFORE August 16, 2022, at 10:30 am."
• 5.6. The financial offer shall be opened in the presence of bidders or their representatives who may wish to attend the Islamic Relief Country Office, Addis Ababa, Jigiga, and Hargelle Field offices located at the above address on the same date August 16, 2022, at 10:30 AM

6. Bidders are required to submit Bid Bond from a reputable Bank. Letter of credit or Bank Guarantee or Cash Payment Order (CPO) in the amount of 2% (Two percent) of the Offer amount.

7. The successful bidder will be required to furnish a Performance Security CPO
or bank guarantee in the sum of 10 % (ten percent) of the total sum of the
contract.

8. Bidders are advised to read the instructions & Information to bidders and fill in their bids.

9. ISLAMIC RELIEF ETHIOPIA (IRE) reserves the right to extend the deadline for submission and to contact bidders for additional information before selection takes place.

10. ISLAMIC RELIEF ETHIOPIA (IRE) reserves the right to reject any or all offers without giving a reason for doing so.

11. All construction works will be completed within 120 calendar days,
