Enhancement, Hosting, and Maintenance of Yegara Digital
Financing Facility Portal for Ministry of Labour and Skills July 2022 Addis Ababa, Ethiopia
Background
Sustainable job creation and youth employment are critical challenges that Ethiopia is facing today, as the Country aims to transition to a middle-income country by 2025. With about 2 million new entrants to the labor market every year, 49% of employed population being in subsistence employment, and ~70% of the population under 29 years old, a concentrated effort to grow current jobs, create new jobs, improve the quality of these jobs and the inclusiveness of the labor market are necessary. To this end, the Ministry of Labour and Skills (henceforth referred to as MoLS) adopted a holistic approach to tackle the binding constraints to jobs and proposed an ambitious, yet urgent call to create 14 million sustainable jobs by 2025.
The MoLS was established in 2021 to transform the national labor market and the skills development landscape of Ethiopia in general. The new ministry has taken on mandates previously assigned to the Jobs Creation Commission, the Ministry of Labor and Social Affairs, and the Federal Technical and Vocational Training Agency (TVET). In addition, the following institutions are accountable to the Ministry of Labor and Skills: Technical and Vocational Training Institute, College of Agricultural Technical and Education and Training, Women Development & Entrepreneurship Institute, and Ethiopian Tourism & Hotel Institute. The Ministry of Labour & Skills is organized into three divisions: employment, TVET and labor affairs led by a dedicated state minister.
In Ethiopia to date, the labor market has heavily relied on government expenditure and wage employment. Consequently, identifying and co-implementing alternative innovative financing mechanisms is one of the ways MoLS is employing efforts in order to support the private sector development in Ethiopia. Few of the innovative financing mechanisms to the labor market include increasing awareness and promotion of angel investment, creating a conducive enabling environment for crowdsourcing companies, and developing a model of the public guarantee scheme in the Ethiopian context.
Through its efforts to mobilize resources for entrepreneurs and startups, MoLS is seeking an independent contractor to outsource its system and operational needs in relation to enhancement, managing, and providing technical support for Yegara online portal to connect investors, and crowd donators with entrepreneurs and start-ups projects.
Purpose
The purpose of the assignment is to contract a firm equipped to enhance, administer and supervise an online portal to create visibility and connect entrepreneurs with investors and public donators in an effort of supporting the job creation agenda in Ethiopia through alternative ways of financing the labor market.
